The City of Lawrence is taking applications for funding to help financially stressed property owners rehabilitate their homes, bring properties into compliance with codes and improve energy efficiency.
The city’s Community Development Block Grant (CDBG) Homeowner Housing Rehabilitation Program is offering property owners two types of loans. Both types are no-interest and no-payment loans, according to a news release from the city.
Up to $24,000 is available for emergency repair loans with up to 100% forgiveness over five years.
“The loans can be used for repairs or replacements that eliminate immediate hazards to health and safety, such as furnace and air conditioning units, water heater, plumbing, electrical, and roofing,” according to a news release from the city.
Funding up to $60,000 is available for comprehensive repair loans, for “rehabilitation that improves health and safety, contributes to energy conservation/weatherization or decreases the blighting influence of the property.” Those loans have up to 100% forgiveness over seven years.
To be eligible, property must be located in city limits; must be owner-occupied for at least a year prior to application; and property taxes and mortgage payments must be current.
In addition, household income can’t exceed 80% of the area median income. Here are the guidelines the city provided:

Applicants and properties are not eligible if they’ve received comprehensive rehabilitation within the last five years or $60,000 in lifetime total program funds, according to the release. Mobile homes are also ineligible.
